Krieger jabs his hand into the oncoming sweep kick thrusting his palm into Stark's calf and it results in an explosion knocking both fighters away.

This is "Cero Palm" - Krieger charges a cero in his palm, but doesnt release it, he charges it and it explodes upon contact with an object or someone. Krieger does not damage his hand because uses "Udligne Klokken" to enshroud his hand with reiatsu that nullifies damage done to that area.
